For the record, it just got added to 2.92, so we can now bake to vcols (in cycles). Then I needed VCM to transfer that to a weight map. Feel free to streamline that workflow :) My use case was using some shader-derived value to control particle densities.
Since there is no native baking to vertex colors in Blender 2.80, it might be nice to merge parts of this addon: https://blenderartists.org/t/2-8-bake-to-vertex-colors/1144425/11
The workflow could allow simply copying from a texture using a uv map, or first baking something (e.g. AO) to the texture and then copying to vertex colors.
