feature: add config file, interface for setting, checkers #7

Right now, I need some checkers to ensure they have certain software for the cli before running; otherwise, it will crash the folder. Since some folder logic requires a local path for the videos to be exported, a settings file is needed. An interface would be nice for the settings config.
