Make adding archive Comment more intuitive #36

What steps will reproduce the problem?
'Comment' feature works partially. For example when I create new archive
and currently in 'Add' dialog, I go to 'Comment' tab and write something -
its not saved in created archive. When I re-open this arc and use 'Modify'
dialog - it doesn't work too. Seems it only works via 'ArcInfo' dialog.

What is the expected output? What do you see instead?
Once something is written at Comment tab, appropriate option should be
enabled automatically. Overall, Comment tab should allow to type text or
set comment to some file while Main tab should allow to select among
previously used comment files/texts
