Add url and regex scraping code in capture-data/web_scrape.py
Add try/excepts so that the code doesn't crash in any condition

@AnjaTRPES found out: the occupancy tracker is generated via JavaScript, which is only viewable by the web browser (or using beautifulsoup). Since we don't support this (yet), this gym can't be added.
