UTF8 characters not properly displayed #2

What steps will reproduce the problem?
1. Create a report to be displayed in HTML. This report must contain non ascii 
characters
2. Select and generate the report
3. The report will show ? as a the value of a UTF8-character 
What is the expected output? What do you see instead?
UTF8 characters rather than ? in the values of the report displayed

Additional info
Solution attached, its just needed to add the enconding in the JSP 
QueryReport.jsp
