Game does not pause if Survival Guide is opened from menu #2906

Description

I noticed that the game still ran in the background after I clicked on the survival guide in the pause in menu
I thought this was normal behavior until I pressed the H button and noticed the game did pause

Later I noticed there was a "Pause game" button at the top that when pressed in is supposed to mean it is paused It however is not paused if you enter the guide via the pause menu, you can unpress it then press it again to actually pause it

How to reproduce

  1. Enter game
  2. Pause
  3. Press Survival Guide
  4. See "Pause game" is pressed in when game is not paused

+1. This bug has been around for years and it's a real nuisance! I reflexively double-click that "pause game" button every time I open the survival guide.
