I found some Terra Preta in a world I just generated today on version 1.19.8. I believe instead of being generated randomly, it was generated as part of a surface structure, since i dug it up on a surface ruin.
I believe this isn't intended since the 1.19.0 patch notes didn't mention any exceptions to "terra preta is no longer generated during worldgen"
How to reproduce
just going by guesswork but i peeked in
assets/survival/worldgen/schematics/surface/agricultural/common/elevated-farmland1.json
and searching for the partial name of terra preta
soil-high
shows atleast one result, so i'm guessing this is the structure i found terra preta from. i did not look at the other worldgen files so i'm not sure if this is the only one or not.
