When panning, I right click to fill the pan with gravel, and then hold click to begin panning. I do not let go of click until it has finished, and I have the item. Sometimes, however, I will fill the pan, and then be sifting without any noise or particles being made.
I've noticed moving my camera/pointing my view somewhere else seems to work, but usually I need to stop the panning motion and start again.

How to reproduce
Equip Pan. Use on Gravel, Sand, or Bony Soil. Move your cursor as little as possible while panning.
