make the tab flash yellow when turns max out maibe even repeated beep

That's simply impossible without changing tab xul. Unfeasible with just a GM script.

since you can rewrite the tab name why not try and connect the turn counter to the tab to put a running tally or put up turns maxed on the tab for those multy site gammers or streamers ect ect

Implemented in 5.0.15 as optional (unchecked by default) extension to the turn ticker mod (see options for new settings).
