pop up? #34

have a pop up button that automatically pops up when turns max out and offer you the option to spend your turns on your presently selected infra befor you forget them

I'm dead-set against pop-ups, and a warning mechanism has been already implemented in turn ticker. Also, this too close to modding for my taste (or rather, for admin's taste), so: reject.
