Create tooltips #83

At least some of the most obscure elements (like decay) could really use a tooltip to onboard new players.

It's not really much of my business and this is an old issue, but if you would rather not make tooltips by scratch, JQuery UI works fine. I am not sure exactly how that would fit in with the karma-jasmine plugin you have, but I will look into it.
