As a user I can use the application form so that I can apply for jobs

Acceptance criteria 1: User can apply for jobs using the applicatin form
Acceptance criteria 2: User has to submit an email address for notification
Acceptance criteria 3:User can submit a CV in pdf format(optional)
AC4: Admin can receive the applications and review it.
