Does not respect non-QWERTY keyboard layout #18

What steps will reproduce the problem?
1. Change input method to Dvorak in "Language & Text" System Preference Pane
2. Focus on a window
3. Press Command-Option-F (physical keys: Command-Option-Y)

What is the expected output? What do you see instead?
I expect the window to be maximized.  Instead, nothing happens.

What version of the product are you using?
ShiftIt_10_6_v1_1.zip

On what operating system( 10.5
or 10.6)?
10.6

Are you using a dual monitor?
yes

Please provide any additional information below.
Same behavior for Command-Option-C.
