Miner restart delay

Hello - I am using time settings for a delay between algos - need more time between stopping one algo and starting another algo

This function in general.json worked well till 55.1 "MinerRestartDelayMS": 5000,

Now it looks like a start in about 2-3 seconds instead of 5.
