In the real Chromium, new tab page's background, when in a theme, is actually parallax scrolled, NOT movable whatsoever when being scrolled, as early as the first release to include themes-support.
This could also provide a way to flawlessly handle the floating bookmarks bar appearance, as since the background is fixed you can ensure the pseudo-background in the floating bookmarks bar is positioned in such a way where it matches the main one. @AwesomeBruni🐧 (edited)
