It currently breaks on various lwthemes due to unintended leakage.

My suggestions would be:

• Style it after Chromium Extension menus
• Style it after Chromium Settings pages
• Style it after Chromium Settings page dialogs, e.g.: profile picture select (maybe one big dialog on the left containing draggable toolbarbuttons and the Toolbars, Title Bar, Done and Themes options, and space on the right for the omnipresent Overflow Menu)

3rd idea may be most preferable as the floating bookmarks bar would be forced to show here, so you could also put the new tab background behind everything
