In Chrome with dark mode support, Chrome Themes work in both light and dark mode - in dark mode, iirc only the address bar changes UNLESS omnibox colour has been overridden, and pages become dark mode'd.

It's this last part that is why I've made this suggestion - Light, the theme, disables the ability for pages to automatically be dark mode'd.

This used to be a thing but it messed up themes when Dark Mode was on in the user's system. All I can say is enable page dark mode in settings 🤷‍♂️
