I don't see piss all hard documentation for this, as is I'm assuming it's CRUD for borrowers albeit limited to those marked as employees, I've also opened another issue relating to whether assign/return asset should be part of this or housed within asset controller.

Right, we did not plan AssignTo from this controller. The only descent description of the use case I can remember in the SRS use case descriptions. I think as for AssignTo part it is all up on you now.
