Automatically Disable Account from Load Balancer if it is Suspended

Story

As the site owner, if one of my PayPal accounts configured in the Load Balancer becomes restricted, I need it disabled from the queue so that it is no longer included in the Load Balancer rotation until I manually turn it back on.

Customer Example

I installed 5 paypal. Suddenly 1 paypal was limited (cannot receive money). I want that paypal disabled

Acceptance Criteria

• If any payment returns an error related to “restricted account”, this account is disabled in the Load Balancer accounts list.
  • If the SetExpressCheckout request comes back as suspended, the account is disabled, and we automatically attempt another SEC request on the next account. This way the buyer doesn’t even see any failure.
