Mouse-overs don't work on iPad/Touch devices citation window gets stuck open #60

What steps will reproduce the problem?
1. Open a digress.it page on an iPad
2. Open a posting
3. Tap on one of the paragraph numbers showing the Cite/Permalink window.

What is the expected output? What do you see instead?

Expect this window to close again when you tap it again. Instead, the
window is stuck open until reloading the page.

What version of the product are you using? On what operating system?
