Provide Next & Previous links at the bottom of the document section #98

Just looking at a site on http://digress.it (r143) and can see that 
next/previous links have been added to the top of each document section. can we 
have them at the bottom, too? It makes more sense to have them at the bottom 
than the top if you're reading a document. thanks.
