disable xml proposals when the cursor is in the end tag #13

Currently, the xml proprosals work even when the cursor is in the end tag of a xml element,for instance, the correct content shoule be:

xml-proposals-bug-1

if the content is "/js/" and the cursor is after "</", invoke the proposals, the content will be :

xml-proposals-bug-2

that introduces a bug
