Start to fill gaps as defined in the backlog #33

Progress on this backlog described in #32. The PR got larger than I wanted, sorry.

added a folder with manual tests

added several settings, support to disable work around to disable the NoUnusedVariableRule

            "alwaysShowRuleFailuresAsWarnings": false,
            "ignoreDefinitionFiles": true
            "configFile": "../tslint.json",
            "disableNoUnusedVariableRule": false

enabled tslint
add some stricter TS settings like noImplicit any
clean-up code to remove the left over tslint 3 support
documented dev setup
