Implement TFRA box #53

TFRA boxes are useful for finding out which fragment box (MOOF and MDAT) 
corresponds to a start time offset. The attached patch implements the "reading" 
part of TFRA box.

I didn't need the "writing" part and it's not implemented.

OK, fixed now and moved to trunk. You could also test the write part whether it 
works as expected. I didn't have any test files with TFRA box.
