I'm interested in contributing VAT validation code of China. Is this project still in maintainence?

I notice that the current logic of this library only supports the new national ID number , which is 18 digits. However, the old 15 digits ID number is not supported. But old 15 digits ID number is still valid legally.

Shall I implement the 15 digits ID number validation logic?
