Support tab pinning #1203

Support tab pinning with auto-hide to give users another way to hide views that don't need constant visibility. Pin console and log views by default.

Fix log/console default height. (Deferred)
Log view title should probably have an indicator showing error level records waiting for view. (Deferred)
