flaky test_cat_stderr CI test #151

Description

Somehow test_cat_stderr (test_dockertarget_simple.TestDockerTargetSimple) is flaky and it can block archr CI sometimes. It might be an issue in the test itself or something wrong with the docker target. I'll take a look later.

cannot replicate it locally either by running the test directly on local host or in a ci-settings docker container.

if it persists, I suggest disabling it for now. I suspect that it is flaky because of some network issues on the CI's physical environment.
