Outline of the release process

• [x] Grab master versions for all repos
• [ ] Run nightly tests for each of those commits
  • [ ] Also run tests on windows or macos?
• [x] Create release commits
  • [x] Tag release commits
  • [x] Push tags to GitHub
  • [ ] Create GitHub release entry?
  • [ ] Attempt to merge release tag into master, create a PR in the event of failure
• [x] Build source distributions
• [x] Verify packages can be installed
• [x] Build wheels for each supported platform
  • [x] linux
  • [x] windows
  • [x] macos
• [x] Upload wheels and sdist to pypi
