Needed so that certain, read-only or even inaccessible bits can't be written by software/a particular privileged level.

We are slowly becoming more accurate on this front. Commit 7b5d62b056948dd5139d8ed50b0b663f48ed7c07 improves this for SIE, SIP, and SATP.

We may de-prioritize this, particularly for LETC, since we'll likely be emulating a great many things in ogsbi regardless.

Our implementation of the CSR's in IRVE doesn't fully match the EEI documentation for them. This should be fixed by the time we start implementing CSRs in LETC
