Recommend not shipping with composer.lock and vendor directory #1

Consider how something like https://www.drupal.org/project/composer_manager may help you remove them from the codebase.

Make sense, Having the composer files and directories (composer.lock and vendor) made it easier to deploy this module across various DKAN sites that may or mynot have composer_manager installed. As we are currently requiring composer_manager from the get go the next logical step is to drop those dependencies from the repos.

Any chance of having composer_manager included dkan_starter by default?
