Upgrade to Nx v10.4.7

@benpsnyder I'm going to do an update to nx v11. Does that meet the needs you have with this upgrade to 10.4.7?

@peterbsmyth I submitted this PR so you had a stable 10.x upgrade point and could publish to NPM for 10.x ..

For Nx 11 please just review and approve our other PRs. There are some bugs we're aware of and we'll have them fixes by tomorrow.
