update dependecy to angular 1.3.x #47

There's some fixes about tooltips bug in 0.12 for using angular 1.3.11 (see https://github.com/angular-ui/bootstrap/issues/2828)

IMHO you should update https://github.com/angular-ui/bootstrap-bower/blob/0.12.0/bower.json :)
