Allow angular 1.4 or higher as dependency in bower

The Readme states "AngularJS 1.4.x or higher". This PR fixes this for the bower declaration. Also #246 .

Tests pass with angular#1.5.5. My E2E tests in "our" application using ui-tinymce also pass with angular#1.5.5.
