Installing the actual version of Angular CLI just like you would do with any other npm package.

I've tested this with the LTS Node.JS and the most recent Node.JS. Don't know how this affects the npm version. We've confirmed that issue on two other clients. Unfortunately they are setup nearly the same way as the reporting client.
