test(typescript): Add tests for getDecorators.ts #233

Please note that this PR depends on #234.

I though it makes sense to submit the tests with a separate PR, because there is no getDecorators.spec yet and so there are some more tests to do which are not really related to this issue. Of course I could join both to a singe PR, just let me know :-)
