build: cut v19.0.0-rc.0 release #2101

@devversion @crisbeto I cannot see rc.0 in releases but only tags. Could you cut the prerelease to make its vsix artifact available?

@lacolaco We're actually considering cutting a v19.0.0 to the marketplace directly; just been waiting for yesterday's framework release. Marketplace doesn't allow pre-releases unfortunately.
