There needs to be a balance between deterministic pathways and player agency. At certain stages of the game the player can make structural decisions, but these can also be forced. For example, the player can choose to switch to a bourgeois republic, upsetting the military, or if the bourgeoisie get strong enough they can force the switch without the player's consent.
