Nobles should slowly be produced by merchants.
Nobles should slowly produce military power based on tax revenue.
They should sometimes conquer and subjugate adjacent lands to maximise tax revenue, efficacy based on military power.
Nobles should also consume commodities.
If commodities go below zero, nobles should produce more military power and unrest should increase.
Perhaps low commodities can convert merchants to proletariat and bourgeoisie
