plugin/system removal #578

Removing Webo purges all system plugin directory.

Confirmed with 1.5.3b, running under Joomla 2.5.3

Please describe how do you 'remove Webo' ? Component uninstall or plugin 
uninstall? How do you install before uninstallation?

Updated Joomla! 2.5 to 2.5.3. Uninstalled WEBO Site SpeedUp for Joomla! 
1.6-2.5x. Installed WEBO Site SpeedUp for Joomla! 1.6-2.5x. No issues found 
(plugins are in place).

I checked both and asked for removal.
System went wild and after inspection all /plugins/system was gone.
I will recheck tonight.

plugin removal is not required, just a component one

reproduced with both plugin+component removal. Need to protect plugin from 
manual removal

Need to prevent /plugin/system removal, user may have good reasons to remove 
those from his system.

Fixed with rev.3726. New build (1.6.0b) will be uploaded to downloads to test 
shortly.
