[Joomla!] Excessive removal

What steps will reproduce the problem?
1. Remove web-optimizator
2. /plugins/system complete directory removed

What is the expected output? What do you see instead?
Backend stops, frontend corruption

What version of the product are you using? On what operating system and
environment?

Don't reproduce this issue, also don't have any folder removal procedures in 
the code. Need to investigate.
