[GSSOC'23] Add hover to the social media handles in the end of page #221

hover effects will enhance user experience, improve interactivity, and visual cues for clickable elements . Hover effects provide visual feedback to users, indicating that an element is interactive. When users hover over social media handles, such as icons or links, the hover effect can change the appearance (e.g., color, size, opacity) to draw attention and provide feedback that the element is clickable.

I can add the hover effect for social icons in the footer section image and i will work more on this so please assign this to me under GSSOC : )
