Adjust/Close UI #22

This should be a dialog that has two tabs

Adjust Balances

Users should have option to specify give/want or no-action actions for both their Collateral and Debts
Users should see their new borrow limit if they decide to execute the Adjust Balances transaction with the current configuration

Close Loan

Users should be able to close their loans via this dialog
Debt and Collateral amounts should show up as read-only
