Join Proxy not needed #20

The Join Proxy is not needed as the registrar-agent will discover the pledge. While it was intended to provide a way to bootstrap the registrar-agent using BRSKI, section 5.1 states that the provisioning of the registrar-agent may be done by different means.

Proposal to remove the Join Proxy in Figure 1. Add a note that the bootstrapping of the registrar-agent is out of scope (as already stated in 5.1)

Deleted Join Proxy from Figure 1. Included text that bootstrapping of the registrar-agentis out of scope and that it may be done by a separate BRSKI run or by configuration.
