Change title abstract #57

close #51, clarifying that the proxy may be constrained

@mcr I provided some suggestions.

Big question overall is, if "Constrained" needs to be removed from Join Proxy in the title, why is it not removed in other parts of the text? Now we have multiple names

I don't see why we would need multiple terms for the JP. Why not just call it "Join Proxy" or "CoAP Join Proxy" ?
