see https://datatracker.ietf.org/doc/html/rfc8449#autoid-4 - for DTLS 1.3 it deprecates max_fragment_length of DTLS 1.2.

This issue was addressed in PR #273 (commit d8592a7024fcb56d22c117c50d0d7788bc161462), closing.
