Keep in mind that the actual web links expressed by Link Format may have multiple encoding formats too (in the future), e.g. based on the draft https://datatracker.ietf.org/doc/html/draft-ietf-core-coral-05 . Possibly new encoding formats may be treated same way as different discovery methods. Since a Join Proxy that only implements format 1 is not compatible with a Pledge that only implements format 2, and vice versa.
