Remove the IANA note about CF 836 #301

Current -24 has this note:

 IANA Note (to be removed by RFC editor): the TEMPORARY registration    
of 836 is made under the old name of "application/voucher-cose+cbor".

This is currently already updated to the new name, so the name can be removed now.
