Move Section 14 (optional resource discovery) to an Appendix? #302

Section 14 discovery isn't so useful when "BRSKI Variations" / Variants are supported as defined in the BRSKI-discovery draft. It's not mandatory for a Pledge to do any of the things in this section. Consider moving this section to an informative appendix?

Discussed in the call today - no objections to move to Appendix. Any discovery parts that are mandatory need to be kept in the main text, but section 14 isn't including any of those.
