Move from Travis CI to Github Actions #1221 #1608

I had some spare time and use your animations so much, I thought I'd contribute.

I set up a Github Workflow called Install Start Run, which will

run: npm run build --if-present
- run: npm test
- run: npm install
- run: npm start
- run: npm run docs

I did not delete the Travis CI, however it could also be done.

Thanks for this and sorry for the way too long time to review it. It's a sound change, but I'll skip it as we'll need some additional GHA work for the new plan I'm working on.
