broken `pyyaml` submodule

Looks like the pyyaml package (as well as their entire Github org?) has disappeared entirely from Github. The packages are still up on PyPI, but as dotbot uses it as a submodule, my current dotfiles workflow is broken as it's not able to read the config file.

At this point I don't know if this is a temporary issue or not, but I'm probably the only one affected.

Possible solutions?

• vendor the latest available package contents
• submodule a mirror of ruamel-yaml instead

Looks like it's been resolved and the repo has risen from the dead. I'll close this now, no action required.
